[ARCHIVED] Alley Parking Now Prohibited in Bismarck Central Business District

The Bismarck City Commission recently adopted an ordinance that prohibits parking in alleys in the downtown central business district. The Bismarck Police Department will be issuing warnings for this violation until December 1. After that a violation will be a $10 parking citation.

Alley parking has been an increasing problem for the businesses and the department for an extended time. The only allowed alley parking is for delivery vehicles (UPS, FedEx, etc.) and for those actively loading or unloading.
The Bismarck Police Department asks for everyone’s cooperation in obeying this new parking ordinance.
Bismarck Municipal Ordinance 12-13-06:
1. Outside of the central business district, a person may not park a vehicle within an alley, so as to leave available less than ten feet of the width of an alley for free movement of vehicular traffic, nor shall a person stop in such a position as to block the driveway entrance to any abutting property. A person may not stop, stand or park in an alley signed for no parking or unloading.
2. Within the central business district, a person may not stop, stand or park a motor vehicle in an alley except while actively loading or unloading for a period of time not to exceed 30 minutes. Any vehicle left stopped, standing or parked in an alley for loading or unloading must be parked so as to not block the alley and must be parked as close to an edge of the alley as possible. This section shall not apply to a designated area under Chapter 10-05.1. A person may not stop, stand or park in an alley signed for no parking or unloading.
3. For the purposes of this chapter, the "central business district" is that area bounded by Second Street on the west, Seventh Street on the east, Rosser Avenue on the north, and the Burlington Northern tracks on the south.
