[ARCHIVED] City of Bismarck Accepting 2025 Citizen Academy Applications Throughout November

Bismarck residents, business owners and college students interested in attending the 2025 City of Bismarck Citizen Academy can apply throughout November.

Citizen Academy is a three-month, interactive venture into the departments of Bismarck’s municipal government. Up to 20 applicants will be chosen for the 2025 Citizen Academy, the fourth class offered. Attendees will gain valuable insights into decision-making processes, challenges the city faces, and how services are delivered to the public. 

Citizen Academy tours the water treatment plant. “When people ask me what transparency in government means, I tell them it is Citizen Academy,” said Bismarck City Administrator Jason Tomanek. “This course is a unique offering in the state and it is truly our pleasure to open our doors so people can see the facilities and meet the people that make our city a tremendous place to live.” 

Along with visiting departments throughout the city, opportunities will be provided to connect with elected officials and department directors. 

Additional eligibility for Citizen Academy is based on the following criteria: 

  • Must be at least 18 years old. 
  • Must be able to attend all sessions. 
  • One participant per household is allowed. 

Citizen Academy looks at the Library's special collections. After the window for accepting applications has closed, applications will be scored and the top 20 participants, as well as two alternates, will be notified in December. Attendees will then need to come to the City/County building to receive an identification badge and a binder that will contain informational handouts from the 12 weeks. Courses will begin at 6 PM on Thursdays throughout January, February and March, beginning on January 9 at the City/County Building. A short graduation ceremony will then be held during a City Commission meeting in April.
