The Bismarck Police Department arrested David Willie after a warrant was issued charging him with unlawful use of personal identifying information. Willie is suspected of using a credit card skimmer to obtain credit card information. He then created new cards which he used to purchase large quantities of cigarettes by the carton from grocery stores and gas stations. Willie is charged with five counts of unlawful use of personal identifying information.
Investigators suspect that other purchases of this type may have been made by Willie and are asking any retailer who sold cigarettes in the manner mentioned to contact the Bismarck Police Department at, 701-223-1212.
Purchasing large quantities of cigarettes by the carton is a nationwide crime and the Police Department would like to warn area business to be wary of anyone attempting to do such a thing, especially if using a credit card. This type of suspicious activity should be reported to local law enforcement immediately.
