Neighborhood Reinvestment Initiative
Program Overview
The City of Bismarck’s Neighborhood Reinvestment Initiative (NRI) is a program, in partnership Gate City Bank and Capital Credit Union, that offers reduced-interest loans to homeowners for eligible home improvement projects. This program aims to revitalize older and potentially disinvested areas of the city through reinvestment in Bismarck’s existing housing stock.
You may be eligible if:
- Your home is at least 30 years old (built in 1995 or before)
- Your property is valued at $300K or less (look up your address (Link)
- You are the homeowner or will be occupying the home upon completion
- Your loan is between $10K and $100K
- Your improvement is in an eligible category to add value to the home and neighborhood.

For homeowners interested in applying for the 2025 building season, the application period runs between March 17 through November. All applications must be received on or before November 30, 2025, to be eligible for loans this year. Funds are limited and will be granted based on the time of application.
Participating banks:
Fill out either the Capital Credit Union application (PDF) or Gate City Bank application (PDF) and email the Planning Division to initiate a project.

All loans are provided by the financial institution. No public funds have subsidized these loans

| 1. Homeowner submits Neighborhood Reinvestment Initiative application. Projects cannot start any improvement work until all reviews have been completed and loan closes. |
| 2. Homeowner obtains bid(s) from licensed contractors for work required under building code regulations |
| 3. City of Bismarck staff reviews application for project eligibility |
| 4. City staff forwards application to lending institution for review |
| 5. Lending institution reviews application for borrower eligibility |
| 6. Lending institution may order any applicable items (appraisal/evaluation, title work, etc.) |
| 7. Lending institution conducts loan closing |
| 8. Homeowner can begin improvement project(s) |
| 9. Homeowner completes improvement project(s) as agreed upon within timeline specified by lending institution |
