Metropolitan Transportation Plan (MTP)

Overview

The Metropolitan Transportation Plan (MTP) is the long range transportation plan for the MPO area.  It is a guide for the development of the area's transportation system over the next 20+ years. The MTP is required by federal regulations to be updated once every five years in order for the Bismarck-Mandan area to be eligible for federal transportation dollars for transportation improvements. The updates allow the MPO jurisdictions an opportunity to re-examine their values related to transportation, as well as provide an opportunity for the area to consider how their transportation system should look and function in the future.Arrive 2050 Metropolitan Transportation Plan Logo

The MTP addresses transportation system needs and provides a set of methods, strategies, and actions for developing an integrated multi-modal transportation system that supports the efficient movement of people and goods. The MTP considers all relevant modes of transportation in the area including pedestrians, bicyclists, automobile drivers, transit users, and freight shippers.

Active MTP

The 2025-2050 "Arrive 2050" Metropolitan Transportation Plan (PDF). was adopted by the Bismarck-Mandan Metropolitan Planning Organization on December 17, 2024.  

 Occasionally, it becomes necessary to make changes to the active MTP.  If the changes are significant in nature, the MPO will pursue an amendment (following the guidelines laid out in the MPO Public Participation Plan).  Significant changes may include 

  1. Adding or removing short, medium, and/or long-range projects
  2. Any other projects that have the potential to affect the fiscal constraint of the MTP
  3. Projects negatively impacting air quality or environmental justice areas (concentrated populations of low income and minorities

The MPO will advertise any MTP amendment for a 15-day public comment period, and host a public hearing at the end of the public comment period before the MPO Policy Board considers the amendment for adoption.

If changes to the MTP are minor in nature, and do not materially alter the purpose, scope, or use of the document, the MPO may utilize an Administrative Modification.  The MPO's boards and oversight agencies will be notified of any Administrative Modifications made, but public notification and formal adoption by the Policy Board are not required.
