Description:

The City of Bismarck is accepting proposals for the supply of Mechanical Dewatering System Equipment. Proposals will be received by the Board of City Commissioners in the Offices of the City Administrator until 3:00 p.m., December 4, 2019, with bids publicly opened and reviewed at 4:00 p.m. in Meeting Room A, First Floor, City/County Building at 221 North 5th St., Bismarck, North Dakota. Proposal contents and cost tabulations will not be disclosed until the evaluation process is completed as described herein.

Qualifications:
All bids will be submitted to the City Administrator (PO Box 5503, Bismarck ND 58506-5503) or otherwise deposited with the City Administrator (221 North 5th Street, Bismarck ND 58501) and shall be sealed and endorsed "Bismarck WWTF Dewatering Equipment Project." If a bid is to be faxed, the bid must be sent to a bidder's agent independent of the City of Bismarck, placed in a sealed envelope, labeled according to this specification, and delivered to the office of the City Administrator prior to the bid deadline.
Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications and conditions contained therein. Specifications and bidding documents may be obtained upon request by contacting Kim Bohrer at either kbohrer@bismarcknd.gov or 701.355.1739.
Special Requirements:
In accordance with North Dakota state law, a separate envelope containing a bid bond in the amount equal to five (5) percent of the gross sum bid, enclosed in a separate envelope marked "Bid Bond," must accompany each proposal. Bonds of the unsuccessful bidders will be returned after making the award.
A Pre-Bid Site Visit at the Wastewater Plant, 601 London Ave, can be scheduled upon request. Contact Travis Carufel or Nick Rutschke at 701-355-1760. The Board of City Commissioners reserves the right to hold all bids for a period of ninety (90) days, to reject any and all bids, to waive technicalities or to accept such as may be determined to be for the best interest of the City of Bismarck.

Miscellaneous:
SCOPE OF PROJECT: The selected Respondent to this Request for Proposals (RFP) shall supply the Mechanical Dewatering System Equipment with the specified design capacity, consisting of all required equipment, controls, appurtenances, and manufacturer's services as defined herein for a complete and operational system. The Mechanical Dewatering Equipment Supplier shall be regularly engaged in the design, manufacture, and assembly of Mechanical Dewatering System Equipment of the size and type specified. Acceptable dewatering technologies: Screw Press and Volute Press. The Mechanical Dewatering System Equipment will be installed by a general contractor (GC) as part of the City's Wastewater Dewatering System Improvements project, which is anticipated to bid in March 2020. The configuration and similar aspects of the GC project scope will be tailored to the selected Mechanical Dewatering Equipment Supplier's system. The selected Mechanical Dewatering Equipment proposal will be included in the Contract Documents for the GC project, when it is bid, for reference only.

PROPOSAL PROCESS: (1) A pre-proposal conference will not be held for this RFP. (2) Requests for Information (RFI's) shall be submitted to the Engineer, in writing, no later than 5:00 p.m. on November 27, 2019. The Engineer's contact information is: DelRon Peters, P.E. Proposer may call to confirm receipt verbally. (4) Proposals will be opened after the closing hour of the due date. Proposal contents and cost tabulations will not be disclosed until the evaluation process is completed. (5) Proposals shall be subject to acceptance for a period of 90 days from the proposal closing date.
