The City of Bismarck requests written qualifications from professional engineering firms for the engineering services required to complete the following:

v  Evaluate, design; prepare plans, specifications and bidding documents; and construction management services for a new water distribution booster pump station. The station will be located near the intersection of 43rd Avenue and Lockport Street, immediately east of Bismarck Fire Station 5.  The pump station will serve pressure zones 3 and 4, and planned to allow a future connection to underground storage for zone 2.

v  The selected firm will be responsible for assisting the City in obtaining any necessary approvals and/or permits from the ND Department of Health and any other agencies.

v  The desired schedule is for the design in 2019 and construction in 2020.

The engineering selection process will be completed in accordance with established City of Bismarck procedures. Written proposals shall address the firm’s ability to perform the necessary services in the allotted time, and highlight the engineering team’s design and construction management experience for similar work. Proposals will be limited to 20 pages. The primary consideration items will be, but not limited to, the firm’s:

1. Technical Capabilities
2. Experience and Performance Records
3. Understanding of Project and Proposed Work Approach
4. Knowledge of Regulations and Local Conditions
5. Project Personnel Assignments and Qualifications
6. Ability to Respond in a Timely Manner

The selection of the firms to be interviewed will be based on an evaluation of the written proposals. A selection committee will interview the selected firms and recommend a single firm for approval by the Board of City Commissioners. A detailed scope of work will be developed and price will be negotiated with the successful firm. An engineering agreement will be executed with a single firm. Approved sub-agreements for minor portions of the work will be permitted.
