[ARCHIVED] Bismarck-Mandan MPO Seeks Consultant to Conduct a Downtown Bismarck Sub Area Study

The Bismarck-Mandan Metropolitan Planning Organization (MPO) hereby requests proposals from all interested and qualified planning consultants to conduct a Downtown Bismarck Sub Area Study within the Bismarck-Mandan MPO area.

Written proposals should address (at a minimum) the following items concerning the firm:
1.) Past Performance
2.) The ablility of professional personnel and their understanding of the project
3.) Willingness to meet time and budget requiarements
4.) Location
5.) Recent, current, and projected workloads of the persons or firms
6.) Related experience on similar projects

The MPO reserves the right to feject any or all proposals sent. The MPO reserves the right to limit interviews to as few as three firms, whose proposals most clearly meet the RFP requirements. The selection of the firm will be based on an evaluation of the written proposals and oral presentations before a selection committee. The selection committee will then forward their recommendations to the Bismarck-Mandan MPO Policy Board for their consideration. Costs will be negotiated with the successful firm following the selection process. If an equitable price cannot be negotiated with the first ranked firm, then the Bismarck-Mandan MPO will negotiate with the next ranked firm.

A Request for Proposal, with a Scope of Work and detailed project requirements, is available by clicking on the link below,or will be sent to interested firms upon request. Written proposals from qualified consultants must be received on or before 4:00 pm Central Time, November 13, 2012. It is anticipated that the Policy Board will make a final decision on the consultant selection by January 15, 2013.
