The North Dakota Department of Transportation (NDDOT) is accepting applications, within the Bismarck-Mandan Metropolitan Planning Organization (MPO) Area, for funding through the Section 5316 (Job Access and Reverse Commute – JARC) and Section 5317 (New Freedom) Programs. Job Access and Reverse Commute (JARC) program funds are available for projects that assist low income individuals in accessing jobs. The New Freedom formula grant program is intended to provide additional transportation tools to overcome existing barriers facing Americans with disabilities seeking integration into the work force and full participation in society. Organizations within the Bismarck-Mandan MPO area eligible to apply for JARC and/or New Freedom funding may include State or local government agencies, Public transportation operators, Private nonprofit organizations, or Private providers of public transportation.
Applications for services within the Bismarck-Mandan MPO area must submit JARC and/or New Freedom funding applications to the Bismarck-Mandan MPO to ensure consistency with applicable plans and/or programs. The Bismarck-Mandan MPO area includes the jurisdictions of Bismarck, Lincoln, Mandan, and portions of Burleigh and Morton counties. If applications are accepted by the Bismarck-Mandan MPO Policy Board they will be forwarded to the NDDOT to compete statewide for available funding.
