The Board of City Commissioners is scheduled to meet in regular session on Tuesday, May 23, 2023, at 5:15 PM in the Tom Baker Meeting Room, City/County Office Building, 221 North Fifth Street, Bismarck, North Dakota.

The Invocation and the Pledge of Allegiance will be presented by a Chaplain from the Bismarck Police Department.

The City of Bismarck encourages citizens to provide their comments for public hearing items on the Bismarck City Commission agenda via email to bismarckadmin@bismarcknd.gov. Please include the item number that your comment references. The comments will be sent to the members and placed with the minutes.

To ensure your comments are received before the meeting, please submit them by 3:30 PM on the day of the meeting and reference the item your comments address. If you would like to appear via video or audio link for a 3-5 minute comment on a regular agenda public hearing item, please provide your email address and contact information to the above email at least one business day before the meeting.

  1. Introduction of and call for a public hearing on Ordinance 6536, a request for annexation of parts of Silver Ranch Third Addition and Silver Ranch Fourth Addition, requested by Investcore, Inc. and Silver Ranch 18, LLLP.
  2. Appointment of Renaissance Zone Authority Member.
  3. Permission to decommission and dispose of Bus 53 and the Odyssey Farebox System requested by Bismarck-Mandan Metropolitan Planning Organization, on behalf of Bis-Man Transit.
  4. Permission to accept the bid by National Express for Transit’s Operations Contract, and to issue a notice to proceed with the contract (#23-002) for Transit Operations requested by Bismarck-Mandan Metropolitan Planning Organization, on behalf of Bis-Man Transit.
G.

Consider the request for approval from the Engineering Department for the following:

  1. Approval of ND Department of Transportation amendment to the maintenance agreement for University Dr (ND 1804).
  2. Approval of ND Department of Transportation agreement to enter and do work on highway right-of-way as part of US Highway 83 improvements associated with Mills Fleet Farm intersection improvements – HC 161.
  3. Request for a resolution approving the preliminary report and directing the preparation of plans and specifications for Street Improvement District SI 573.
  4. Request for a resolution approving the preliminary report and directing the preparation of plans and specifications for  Street Improvement District SI 575.
H.

Consider the request for approval from the Human Resources Department for the following:

  1. Revised Employee Recognition Guidelines policy to Employee Service Awards policy.
  2. Revised Notice of Demotion, Suspension, and Dismissal policy based on a revision to Ordinance 6543.
  3. Reclassifications of positions as recommended by Condrey and Associates.

Consider the request for approval from the Public Works - Service Operations Department for the following:

  1. Permission to sell Enclosed Trailer, 2012 Forest River 48.5’ Cargo Mate at Public Sale or Online Auction.
  2. Permission to sell off or dispose of two yard utility sheds.

Public hearing on Ordinance 6550, a request by Eric and Melanie Wagner for a zoning change from the A – Agricultural zoning district to the RR – Residential and Conditional RR5 – Residential zoning districts and major subdivision final plat of Tall Pines Subdivision.

Receive presentation and recommendations on South Washington Street Reconstruction project.
