Bismarck Emergency Management is a Division of the Bismarck Fire Department. The role of emergency management is to facilitate activities to enhance "all-hazard" community preparedness and response capability.   This is accomplished through the phases of mitigation (and prevention), preparedness, response, and recovery. It starts with the identification of hazards/threats (diasters) that can impact the community.

Emergency/Disaster Preparedness and Response is a team effort involving coordination with the "whole community" including:
  • First Responder Entities
  • All City Departments
  • Local, State, and Federal Government
  • Private and Public Sector and Business Community
  • Volunteer Organizations
  • Faith Based Organizations
  • Stakeholders including hospitals, schools, utilities, media, etc
  • Citizens (individual/family preparedness)
To enhance community preparedness, Emergency Management coordinates Planning, Training, and Exercise events such as:
  • Planning: Development of the local Emergency Operations Plan and the city's Multi-Hazard Mitigation Plan
  • Training: Coordination of training events relating to the operations of the city's Emergency Operations Center to effectively manage response and recovery efforts following a significant disaster event.
  • Public Education and Presentations: Emergency Management can provide emergency/disaster preparedness presentations for your organization or assist in identifying appropriate presenters depending on the topic.
  • Exercises: Coordination of various community exercises (simulations) such as airport disaster drills, active shooter exercises, and various tabletop exercises to test plans established for disaster response.
Other Services and Activities of Bismarck Emergency Management include:
  • Management of the Outdoor Warning Siren System, including installation, maintenance, and testing of the outdoor warning sirens.
  • Community Rating System Coordination:  The CRS program is an extension of the National Flood Insurance Program.   Bismarck area residents are eligible for flood insurance premium discounts (15%) due to our city's Class 7 CRS rating.   
  • Serve as Liaison to the ND Department of Emergency Services and other emergency management entities at the local, state, and federal level to ensure coordination of resources throughout all phases of emergency management including disaster response.
